Is it easier to skid with 44/16 ratio than, lets say, 49/16 ratio?

Yes. Go to www.sheldonbrown.com and use his online gear ration calculator to find out your gearing (I like to calculate mine in gear inches, which signifies the forward distance you'll move per single revolution of the cranks, or something like that). With a lower gearing (fewer gear inches), you'll find it easier to start, stop, and skid. Your top speed, however, will be lower - you'll have to spin faster to keep up with someone who's riding a higher gear ratio.
